Well, you are going to be the only one noticing that. Because what this tool does it to replace the original resource file with one changed with new graphics. The only one PPC where the cursor looks blocked is in 2002 using ARMs but even in those it does not change the performance of other tasks.

It slows down performance in an unacceptable way. I uninstalled it immediately.
